Watch The Med Alarm Phone Investigations – 29th of November 2016

Case name: 2016_11_29-WM127
Situation: 1 distress call, 2 Boats intercepted by the Moroccan Navy
Status of WTM Investigation: Concluded
Place of Incident: Western Mediterranean Sea

Summary of the Case: On Tuesday the 29th of November 2016 the Alarm Phone was alerted to one case in the Western Mediterranean.

At 7.40am, we received a distress call from travellers who had left from Tanger Med, Marocco. We could not get more information, because the phone connection broke off and we did not manage to get in touch with the travellers after the first contact. At 1:15pm, we eventually decided to call the Spanish search and rescue agency Salvamento Maritimo. They told us that they had not rescued any boats today, but that the Moroccan Marine had intercepted 2 boats with 7 and 10 passengers respectively. The boat with 7 travellers had been picked up near Tanger Med. We sent an email to Salvamento Maritimo, asking for more information concerning the case to see whether this was the boat from which we had recived the call. Salvamento confirmed that the boat intercepted by the Maroccan Navy was the one we had been in touch with, as the phone numbers matched. They explained that they had tried to get in touch with the boat as well and that they had reached them after they had been returned to Marocco.

  • Border police patrols

While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33). Data source: interviews with border police officials.
  • Coastal radars

  • Exclusive Economic Zone

Maritime area beyond and adjacent to the territorial sea in which the coastal state exercises sovereign rights for the purposes of exploring and exploiting, conserving and managing the natural resources, whether living or non-living, the seabed and its subsoil and the superjacent waters. Its breadth is 200 nautical miles from the straight baselines from which the territorial sea is measured (UNCLOS, Arts. 55, 56 and 57).
